The Twins Complex is a couple of small man-made buildings between the Twin Lakes of Isle V3. They have an unknown purpose. The buildings are similar, if not the same, that are also at the Barracks.
It's been noted by some players that in the vicinity of these buildings, a small glitch will appear on the screen, as documented by YouTuber The Carno Rex
